Our mission is to enhance community health by removing obstacles to care and providing a healthcare home for everyone, regardless of their financial situation. Providing hope for today, hope for tomorrow, and hope for eternity to those who are hungry, hurting, and experiencing homelessness. Founded in 1954, Nashville Rescue Mission today serves over 800 men, women and children on a daily basis.

Morgan McDonald, MD FACP FAAP
Dr. McDonald leads the Milbank Memorial Fund’s state health policy programming and leadership development, bringing together state and local executive and legislative branch leaders and connecting them with nonpartisan, evidence-based resources and experience.
Dr. McDonald began her career as a primary care physician and advocate for people experiencing homelessness and has held educational leadership positions at the University of North Carolina and then Vanderbilt University School of Medicine. She led curricula in inter-professional education, protective community factors, and the care of marginalized populations for medical school and residency programs. Board certified in internal medicine and pediatrics, Dr. McDonald has continued to see patients in Nashville’s immigrant community to maintain the roots of policy making in patient journeys.

In addition to her clinical practice, Dr. McDonald is responsible for the Milbank Memorial Fund’s state health policy leadership programs. In this role, she further develops the Fund’s health equity programming and identifies new opportunities to respond to participants’ population health needs.

Koller. “Public health leaders know firsthand the importance of responding thoughtfully and systematically to the health inequities that continue to plague the United States. Dewayne Scott, Deputy Commissioner
Dewayne Scott is Deputy Commissioner for the Tennessee Department of Labor and Workforce Development (TDLWD) in Nashville, TN. He accepted this position in March 2021, and he oversees operations for four TDLWD divisions, which include Data Reporting, Tennessee OSHA, Workplace Regulations & Compliance, and Business Engagement.

Deputy Commissioner Scott has 30+ years of corporate executive management and entrepreneurial experience. He has helped guide the agency in moving its approach to delivering Workforce Development services to more citizens and businesses as “One Agency” in the state of Tennessee. Deputy Scott’s focus, now under Commissioner Thomas’ charge, is overseeing the Business Services areas of the agency. This focus promotes a clear value proposition that outlines how the TN Department of Labor and Workforce Development can facilitate meeting the workforce needs of employers across the state.
The first 15 years of Deputy Scott’s career were at Kroger Company in the executive ranks followed by 17 years as President/CEO of SRS, Inc., a federal disaster response company. He is a University of Tennessee Knoxville graduate with a degree in Economics and Business Management.
Deputy Commissioner Scott has been married to Kaye Scott for 41 years. They have 3 children and 4 grandchildren. He enjoys playing golf.
Tina L. Fox, MPS

Tennessee Coalition to End Domestic and Sexual Violence
A native Memphian and the great-granddaughter of a slave, Tina Fox retired from the Tennessee State Government in 2019 after thirty (30) years of dedicated service. She served as the first African American state Director of Victim Services for the Tennessee Board of Parole (2012 – 2019). Tina was recognized nationally for her work with crime victims in April 2018, as she received the National Crime Victims’ Rights Award from the United States Department of Justice in Washington, D.C.

She graduated from the Tennessee Bureau of Investigation’s Leadership Academy and holds a Graduate Certificate in Executive Leadership, Master’s degree in Public Studies in Strategic Leadership, and Bachelor’s degree Science in Criminal Justice from Tennessee State University where she is an active alumnus. She is also a graduate of the University of Tennessee at Knoxville’s Naifeh Center for Effective Leadership Institute for Public Service. Tina recently received from e-Cornell University her Leadership Certificate in Diversity, Inclusion and Belonging.
Tina recently retired (August 2025) as the Director of Community Relations for Tennessee Coalition to End Domestic and Sexual Violence; she facilitated Statewide domestic violence prevention trainings to thousands, monitored certified Domestic Violence Programs, coordinated the Community Relations Committee, managed the Domestic Violence State Coordinating Council, attended and supported partnerships’ community events.
She is the organizer for Black Girls Do Bike Nashville (to get women of color on bikes). Tina is a lifetime member of Tennessee State University National Alumni Association, lifetime member of TSU’s Nashville Alumni Chapter where she is serving as Vice President, member of the NAACP (Nashville Chapter), former (2024) President of Nashville Coalition Against Domestic Violence and serves in several organizations. Tina is a member of the Tennessee State Youth Conference Steering Committee and she serves as the Community Engagement Coordinator for Tennessee State University Women’s Basketball Program. She is a recipient of the 2024 Lady in History Award by the Sigma Gamma Rho Sorority and the 2025 Carrie Hull Award by the YWCA of Nashville and Middle Tennessee.
Tina is a faithful member of the Schrader Lane Church of Christ in Nashville, where she teaches 5th – 8th grades’ Wednesday Night Bible Class and serves on several ministries. She strongly believes in serving others and her favorite quote is “in order to achieve greatness, we must first do small things well.”
